Regional Health & Safety Manager, US.

Implement Corporate Safety policy to all assigned projects.  Provide safety leadership, support, training and guidance to multiple projects and programs throughout the US. 

Interface, coach and coordinate with project managers to ensure the required safety culture transcends the field and gets supported in the planning and managing phases of each project. 

Projects include many different soil and groundwater remediation projects, various construction and demolition projects.  Duties include indirect and direct project and subcontractor oversight of certain high-risk projects, review and acceptance of subcontractor performance and safety submittals, the creation of Site-specific Health & Safety plans and other project-specific safety documentation.  Perform Task Safety Analysis for upcoming works and root-cause analysis when incidents occur.

Provide Industrial Hygiene interface and support, working with IH personnel to implement sampling plans, and personnel monitoring for chemical and noise exposures based upon established requirements.

Provide leadership, guidance and coaching to multiple site safety-coordinators, working projects throughout the US.  Ensure proper techniques are being used by in field safety coordinators to ensure proper safety procedures are in place.  Champion proper Safety Culture among all teams across the portfolio assigned to me.  Audit results of efforts in the field to ensure safety compliance.  Provide real-time feedback as needed to teams to assist with their safety challenges.

8-2020 through present: Health and Safety Manager, GETG Cushing, OK Provide on-site safety support to soil and waste water remediation project at a former refinery site in Cushing Oklahoma.  Duties include oversite of all safety efforts, subcontractor oversite , Health and Safety Plan creation and implementation, review and approve of subcontractor safety efforts, plans and safety analysis.  Provide support to Project Manager, Construction manager and site supervision.

1-2013 through 8-2020: Health & Safety Manager, Confidential Client Program HSM, Various US & Canada Locations

2-2008 through 4-2009 Health & Safety Manager, TRW Azide Facility Decontamination and Demolition, Mesa, AZ

Provide full-time, on-site, H&S oversight and support for the Decontamination and Demolition of a 20 building complex formerly producing Sodium Azide.   Duties include direct safety oversight of subcontractor and employees, daily auditing, reporting and technical support.  Responsible for designing and implementing Safe Work practices for overall effort.  Review and approve work plans and Activity Hazard Analysis (AHA) for subcontractors. 

2-2006 through 10-2007 Health & Safety Manager, Resolution Copper Project, Superior, AZ— Provided full-time, on-site, H&S oversight and support for the construction of a 2800/gpm mine water treatment system.  Duties included direct safety oversight of subcontractor and employees, daily auditing, reporting and technical support.  Reviewed and approved work plans and Activity Hazard Analysis (AHA) for subcontractors.  Ensured site compliance under MSHA, OSHA, and client regulations.  Provided MSHA training to CH2M HILL employees as needed.

4-2005 through 6-2005 Health and Safety Manager, Shemya, AKDelivered comprehensive safety support for the closure of a base landfill, and the creation of a replacement landfill, and assisted with Construction Management of subcontractors.   Performed site auditing for compliance with OSHA, military, and other regulations.  Created and implemented the site Health and Safety Plan (HSP) and help guide subcontractor’s compliance efforts.

5-2008 through 11-2008 Health and Safety Manager, Ex-situ Groundwater Treatment Study, Former Boeing Realty Corporation C-1 Facility, California—Created comprehensive Health & Safety Plan, Reviewed and approved Subcontractors and their safety submittals (HSPs, AHAs).  Audited site for safety concerns on a routine basis.

3-2003 through 6-2009  Health and Safety Manager, Beale AFB, CADelivered comprehensive safety support for this project that included Comprehensive safety oversight of workers, subcontractors and processes that performed both in-situ and ex-situ clean-up of multi solvent contaminated groundwater. Performed site auditing for compliance with OSHA, military, and other regulations. Evaluated and approved subcontractors including various drilling companies, and created and implemented the site Health and Safety Plan (HSP)

3-2003 through 6-2010  Health and Safety Manager, Mare Island Naval Shipyard; Vallejo, California—Provided H&S support for this multi-million dollar remediation of the former Mare Island naval shipyard. Many sites at the base are polluted by a variety of contaminants including chlorinated solvents, PCBs, lead, and petroleum hydrocarbons. Responsibilities include preparation and review of site HSPs and Activity Hazard Analyses, implementing Behavior-Based Loss Prevention System, and observation of all field activities.

3-2003 through 6-2009  Health and Safety Manager, Los Angeles County Metropolitan  Transit Authority, California—Provided H&S oversight on emergency responses to collect various chemicals that includes packing, manifesting, and shipping of chemicals encountered during an extensive construction project of a new bus line.  Performed comprehensive Safety oversight for underground fuel storage tank removal/replacement, and leaking fuel line clean-up and replacement at various active bus terminals throughout the greater Los Angeles area.

3-2004 through 6-2010 Health and Safety Manager, Hill AFB, UT—Developed the safety program and monitoring of safety program for contractor and subcontractor activities at this base to include clean-up work at former incinerator units.  Perform auditing and safety consulting for project to include routine site visits and subcontractor safety verification.

10-2003 through 2-2008 Health and Safety Manager, PG&E, California—Developed Site HSPs for various former manufactured gas compressor station remediations. Performed safety oversight and auditing for work that included in-situ ground water treatment, excavation of  soils heavily contaminated with Hexavalent Chromium, and complete site restoration.  The HSP identifies project activities and hazards, and describes safe work practices and operating guidelines. These safe work practices and operating guidelines help to eliminate or reduce the risk of injury to staff, subcontractors, or others; detrimental impacts on the environment; and violation of applicable occupational and environmental laws and regulations.

2-1997 through 10-2003 Health and Safety Manager, JACADS, Johnston Atoll—Provide full-time, on-site, H&S oversight and support for the Decontamination and Demolition of a prototype Chemical Weapon Destruction facility.  Implemented safety plans to decontaminate and demolish an entire facility formerly contaminated with Chemical warfare agents.  Later, oversaw efforts to remove all structures on the remote atoll, including asbestos and lead containing building materials.

2-1993 through 2-1997 HSE Manager, Raytheon Service Company, Irvine, CA

Provide full-time HSE management to a 250 person military equipment repair facility.  Responsible for all efforts of Environmental management, including permitting, and hazardous waste.  Responsible for all facility efforts of Health and Safety management, including workers compensation.
